imagined. My statements are ignored, my request is dis- regarded, and the opinions of hostile critics arecaccep-

ted without the slightest communication being made to me on the subject. But this is not the least extraordinary

point about this letter. It was held over and did not

reach me till 6th March. In the meantime the meeting of The Chamber of Commerce had been held, the papers had

taken up the question and discussed it with their usual

ignorance of detalls, and had attacked me with an unusual

degree of acerbity. My letter to the 'China Mail' had

appeared on 27th February, that is before the postscript

to His Excellency's letter was written, and the letter

despatched to me. It will be observed that there is no

suggestion that His Excellency at that time thought that

the letter contravened the Colonin Regulations. The

wording of the Post script deserves special attention.

His Excellency has held the letter over because he thought

the Chamber might desire to make some further communica-

tion to him on the subject, in consequence of the corres-

pondence which had been published in the Press

letter had been received, a copy of which was attached.

That letter dated 29th February was obviously an answer

to a communication from the Government, the contents of

which have not been revealed to me.

My statement made above that the Government's attitude

was one of veiled hostility is I think amply justified.

No communication is made to the Chief Justice, his wishes

to withdraw the question expressed on 14 February are

ignored, but the Chamber of Commerce is asked for a

further expression of its views which are by that time

known to be hostile to the Chief Justice.

The answer of the Chamber is a mere meaningless flourish

rhetoric. They are still unalterably of the same opinion

as before. It is only necessary to point out that they
